Premier Hon. Washington Misick has pledged to take decisive action to address crime in the Turks and Caicos Islands following the tragic double murder of Shamone Duncan, a Chicago police officer, and Dario Stubbs, a local taxi driver, on Saturday, January 18, in Providenciales.
Speaking at a press conference on Tuesday, January 21, the Premier offered condolences to the families of the victims and vowed his government would not rest until justice is served.
“These heinous acts are unacceptable,” Premier Misick stated. “My government will not rest until peace is restored to every street, every home, and every corner of our nation.”
He also expressed his sympathy to the family of Elva Talbot, a female pastor who was recently murdered, and emphasized his commitment to holding criminals accountable.
PDM was Poor on Crime
The Premier noted that crime has been a growing crisis, but since his government took office in 2021, significant resources have been allocated to law enforcement. He criticized previous People’s Democratic Movement’s (PDM) administrations for failing to act decisively, leaving communities vulnerable and police under-resourced.
“We refuse to let this trend continue,” he vowed.
Investments in Crime Prevention
Premier Misick highlighted his administration’s substantial investments in law enforcement, totaling $147 million since 2021. This includes $125 million for the police force, enabling increased recruitment and better resources. The police force has grown from 323 officers to 383, with plans to add 75 more positions in the upcoming budget.

According to Premier Misick, among the key investments made in law enforcement are:
· Enhanced Equipment and Technology: The government has upgraded surveillance systems with 50 new cameras in high-crime areas, deployed two armed vehicles, and invested in advanced forensic tools. Two radar systems have also been installed to secure borders and combat illegal activities.
· Expanded Fleet: The purchase of 18 police vehicles and two patrol boats will bolster response capabilities.
· Tactical Operations: Operation Mighty, funded at $1.9 million, aims to strengthen police tactical units.
Looking ahead, the premier said the 2025-2026 draft budget includes $2 million for additional vehicles, $675,000 for body cameras, and $500,000 for a new police training range. Two new police stations will also be built in Blue Hills and Five Keys.
Collaboration and External Support
Misick emphasized the importance of collaboration with international partners, particularly in the case of Shamone Duncan, whose family and U.S. law enforcement are working closely with local authorities. The Premier also called on the United Kingdom to provide more support, expressing disappointment with its response to the escalating crime situation.
“These tragedies demand not just words, but decisive action,” Misick said, reaffirming his government’s commitment to making the Turks and Caicos Islands a safer place. He acknowledged the grief and frustration felt by the community and pledged that his administration would continue to prioritize crime prevention through bold, sustained measures.
With millions invested and future plans in place, Misick said his administration aims to restore peace and security across the nation while ensuring justice for victims and their families.
